    Council meeting starting in a few minutes.  And here we go.  Looks like we have copies of the Spring Horizon Newsletter in the new purple and "eye bleed" green colors.  Looks good.  Someone left cupcakes for the council, purple and green ribbon with grass green frosting.

    Items 1-9 have been passed over, not much to discuss.  Item 10 is discussion of reworking some bonds so we can reduce our interest.  Basically refinancing some bonds to reduce our expenses.  Item 11 passed over.  Item 12 discussion of DCTA advisory appointments.   Mayor mentions that they're requesting 'High Level' appointees- council or mayor.

    Mr. King mentions that there are some plans for the quotes to be added to the arts center floor.  There's a report with a suggested process for adding quotes.   Gorena would like to see quotes from arts groups get some additional weighing.   Council would have final approval.  Mayor mentions we won an award for best new business location in the DMN recently, NewCo. with 900 employees on ConVergent park.

    Durham asks about tomorrows meeting if the 5:30 dinner is just dinner or if there will be business conducted during the dinner with LISD.  King mentions that there will be no business conducted.

    First up:  Awarding 2009 Achievement of Excellence in Libraries Award from the Texas Municipal Library Directors Association for our library. 

    Visitor's Citizen's Forum-  No one has filled a card.

    Consent Agenda-  Minutes, Solicitation of Donations for the  Library Summer Reading Program, Appropriation for funds for Windhaven/Corporate extension, Grant application for a Victim Assistance Officer, Authorization to submit a grant application for a second family violence investigator, a third criminal justice grant, and a resolution to call for the May 8th election.  Passed unanimously.

    Final plat approval for a section of Old Town- passed unanimously.

    Ordinance authorizing the city to refinance older bonds into a new bond program for this year.  Over 9.6M to refi 97-99 bonds (water and general obligation).  This has come from  the retreat as a way to save some monies in the short fund and help close the funding gap we have this year.  The city's bond council is now reviewing the program and why we're doing this.  Chase gave us a rate of 2.67% or a gross dollar savings of about 740,000 over the life of the bond or 80,000 per year.  Moved and approved unanimously.

    Final reading of the parking ordinance prohibiting parking on savage street.  With no 4/5 vote the ordinance must be read 3 times to be made into law.

    Consideration of 2 appointments to the Denton County Transportation Authority's Project Advisory Team.  Requirements are high level, economic development background or council background.  Mayor recommends Mr. King and Mr. Watts.  Thornhill moves, Tierney seconds.  Approved unanimously.

    Neike Reineke (economic development) mentions our corporate relocation nomination in the Dallas Morning News.  Best Business Deal in the Metroplex (woo hoo!  and yes there were abatements involved in the process of obtaining 900 new jobs in Lewisville).

    Gorena puts in a plug to go vote and for the Citizen's Fire Academy which Chief Laskey says is full.

    The Mayor mentions the LISD meeting tomorrow night starting at 530pm at the Bolin center.

    Who did they appoint to my committee?

     

    They appointed Watts and I'm not sure of the other, sorry Dee.
